Soft lockout
The hot surface ignitor is sensed as open. The control cannot pass current through the ignitor, so the burners will not light.
Manual wording: “Hot surface ignitor sensed open. Measure resistance of hot surface ignitor. Replace if open or not within specified range found in IOM.”

The manual's action is to measure the resistance of the hot surface ignitor and replace it if it is open or out of specification. Hot surface ignitors are fragile and sit inside the burner compartment. Have a technician replace it.
A Lennox furnace throwing this code repeatedly has a reason — clearing the code without fixing the cause just hides it.
