Outdoor unit fan motor error. The outdoor fan turned slower than 100 RPM within 20 seconds of starting; after three repeats inside 60 seconds the compressor and fan both stop.
Manual wording: “Outdoor Unit Fan Motor Error - When outdoor fan motor rotation speed is less than 100 RPMs in 20 seconds after fan motor starts, fan motor stops.”

Likely causes, most common first
- Outdoor fan blade obstructed, iced, or the motor is locked
- Excessive ambient temperature around the fan motor from nearby heat-producing equipment
- Outdoor fan motor windings out of specification, or missing DC supply to the motor
- Failed outdoor main PCB
What you can safely check yourself
- With the power off at the disconnect, look for leaves, ice, or debris jamming the outdoor fan blade
- Clear snow and ice buildup from around and on top of the outdoor unit
- Turn the power off at the disconnect for about 5 minutes, then restore power

Fujitsu's next steps are ohming the fan motor windings and checking DC voltage to the motor. That means a licensed technician.
A Fujitsu mini-split throwing this code repeatedly has a reason — clearing the code without fixing the cause just hides it.
